Describe the change

Display a banner, when the client is offline. Also Login (and probably in generall xhr requests) should be deactivatet.

Current situation

Currently the app can be loaded, but after the user executes a login, the message "The balloon server has currently an error" is displayed.

Should

Should notify the user, that no internet connection is available
