Describe the change

Locales should be loaded dynamically (was the case before v3.2.0) and stored to offline cache (see #232).

Current situation

de* and en* locales are contained in the build, and loaded on first oage load (see: a0297c1)

Should

Locales should be loaded dynamically and stored into cache. Eventually the language chooser should be hidden, when the client is offline.
