Update or replace pyrabbit for smoketests

In sfm-docker/smoke_tests/test_mq.py, pyrabbit is used for testing the availability of the RabbitMQ management UI and its exchange and queues. The pyrabbit package has not been updated since 2015. We should consider what we want to use as a replacement and whether we want to change how smoke tests check for RabbitMQ being alive.
