vertical scrolling stuck when the scrollbar-content is forced shifted

I have implemented scrollbar inside the jquery selectmenu widget and on dropdown open I am forcing the scrollbar to move to the position of the selected menuitem. But when I try to scroll top whithout initially scrolling down the scrollbar does not work on wheel movement. But when scrolled down and then scrolled up using mouse wheel, the scrollbar moves up.

Any remedy would appreciate

How do you force scrollbar position? Do you use scrollTop ?
