TIMESTAMP accuracy

Timestamp data type needs to be increased (from milliseconds) to nanoseconds to accommodate financial time-series applications including MIFID II regulatory requirements.

This would be fantastic to see. Nanosecond accuracy or at least microsecond accuracy is required for some scientific readings.
