Support for Zipkin receiver in Tempo Monolithic. #872

Currently Tempo Monolithic doesn't expose a Zipkin receiver. This is required by services like OpenShift Service Mesh. Refer https://docs.openshift.com/container-platform/4.15/service_mesh/v2x/ossm-observability.html#ossm-configuring-distr-tracing-tempo_observability which exports traces via a Zipkin receiver to the Tempo instance.
