safeguard against typo's.

also it would be nice to have section [default] on top coz many parsers complain about it...

in the last 2 years I think this would have prevented at least 2 prod incidents. so time to prioritize this again

it should detect MT_MIN_AVAILABLE_SHARDS as bogus for example (missing CLUSTER) section
