feature request: Starred folders

Why is this needed:

We have ~700 dashboards and ~100 folders at my workplace. I regularly use 10 or 12 of them, and these dashboards are in 2 folders. My team adds dashboards to these folders from time to time, and I'm interested in those dashboards as well. I use browser bookmarks for these important folders.

What would you like to be added:

I'd like to be able to "star" Grafana folders the same way I do dashboards, so I can have quick access to a possibly-updating collection of dashboards and alerting rules associated with that folder.

All Grafana users who organize their dashboards in folders.
