This adds/updates about 75 families built from noto-source on
Sept. 15th, with a full complement of weights (and in some cases,
widths). The number of individual font files has increased to about
1,400.

Only phase2 fonts (not built from pipeline) are under the main hinted/unhinted subdirectories as of this commit.

Subsequent releases will include pipeline-generated versions in these directories as well.

Initial Phase 3

This is the first release of noto-fonts that includes phase 3 fonts in
the hinted/unhinted subdirectories. The new fonts are Armenian,
Cherokee, and Hebrew.

Just a stake in the ground for folks that need a release tag. The most notable recent change is the initial release of Nastaliq, which previously had been in alpha.

Since the fonts are all different versions, a regular version number doesn't make much sense. We'll probably add date-based tags from time to time when there are enough significant changes to warrant it, but probably will not do so for every small update.
