Santa should evaluate and potentially kill running processes #1291

Santa should do the following:

  1. On startup, evaluate all running processes against Santa's rules to determine if they should run
  2. When new rules are received, running processes should be reevaluated to determine if they are now in violation of policy

Maybe make this a config option let users choose?
