PluginInstaller lets you install a failed to load plugin

Example:
Chat2s db corrupts and explodes in the ctor, the ingame chat notification says "Failed to load Chat2 1.21.0"
When user now opens their plugin installer, chat2 isn't visible in "Installed Plugin" tab
but it appears in the "All Plugins" list as installable, if the user tries to install it, it fails again

This seems to happen primarily when auto updates are triggered on login, or when the user manually updates
