Sometimes switching to observer slot does not work #190

If I enter the game setup menu into a network slot that is within the range of the number of players (1-4 in this case), I am unable to switch to an observer slot.

If I enter the game setup menu outside of that range (into an observer slot), I'm able to switch to slot 2, and back to slot 5-10 (the desired behavior).
