Option to invalidate template cache after specified time

While using Zola in our environment, we found out that cachebusted links do not get updated if we change only the links' contents untill we restart the Zola to regenerate templates.

With this, I would suggest to add feature into the config to make templates cache expire and rerender on request, so we can hot-reload the website contents.
