Gradle out of date

Gradle and library versions are outdated for Android projects including TODO / Tasks for Kotlin.
Recommending we put a plugin in place to automatically keep Gradle up to date, creating separate branch, running CI/CD and then assigning breaking build fixes automatically to a developer. The longer Gradle remains out of date, the harder it is to update it and the greater the technical debt and cost of maintenance.
