GRC: add info about reduced surgical signatures #443

Having a GRC can reduce the number of signatures you need, which for some people can significantly speed up the process (or make it cheaper).

We should add this as a reason you might want a GRC on the GRCs page, and also to the appropriate lower surgery pages.
