Workaround:

mkdir ~/.ia
ln -sfv ~/.config/internetarchive/ia.ini ~/.config/ia.ini
ln -sfv ~/.config/internetarchive/ia.ini ~/.ia/ia.ini

you might need to upgrade and reconfigure your IA install.
