Bug description

Due to #439 the build often fails/hangs and get's aborted by GitHub.
In case of using a professional license that license is not being returned. This will make the next fresh action run fail due to license activation issues (maximum number of activations reached).

For a linux builder that's not an issue, because we can use the return-license action.
However, this action only works for linux and not macOS or Windows (see game-ci/unity-return-license#21).

Expected behavior

Either I'd expect, that the Unity Builder action returns the license no matter what happens or I'd expect that the unity-license-return action works on all platforms.
