Is your feature request related to a problem? Please describe.
We can deploy the web app and configure it with the correct endpoint.

Describe the solution you'd like
The user runs

./edge.py app init
./edge.py app deploy

Additional context
This replaces the existing functionality with new verbs and new UI.
