Overview

Currently, the Data Package endpoint uses the same approach regarding auth as ckanext-dcat - https://github.com/ckan/ckanext-dcat/blob/master/ckanext/dcat/logic.py#L211. On non-authorized access, it seems to be returning a 500 error. It needs to be reviewed but in-general it is probably fine to do exactly what ckanext-dcat does as it's already battle-tested extension.
