fix: optimize jobs

It takes too long to wait for a runner to pick up each job. To reduce the waiting time, I reorganized the steps to reduce the number of jobs.

I also renamed the workflow since it was too general.

This seems fine from a security perspective, though I haven't tested the functionality properly.
