unable to run startup script due to codecov==2.0.15 requirement specification

I am installing forseti and run into the issue where the startup script wasn't running; so I copied it and create the file on the server and run it.

1. first the script wasn't complaining about google-cloud-sdk not being present. I think there should be logic to install it if not existing but maybe it is my fault
2. The startup script error out while on the step "Installing Forseti python dependencies" and the reason is the requirement.txt file has `codecov==2.0.15`` but that codecov version doesn't exist on the server and is actually vulnerable so I don't want to install it. Is there anything you guys suggest in getting aroung this isse
