Summary

When we use category name not in English language the URL looks like this https://demo.fork-cms.com/en/modules/blog/category/%D0%BD%D0%BE%D0%B2%D0%BE%D1%81%D1%82%D0%B8 category name is новости. It's not good :(

tags looks like this https://blogerov.ru/tags/detail/novosti it's OK

URL looks like this https://blogerov.ru/stati/detail/innovatsii-novyi-podkhod it's OK

Is it possible to enable TRANSLIT for category names ?

something probably goes wrong with the encoding
You should look in the getUrl method probably.
