Upload does not work when filename conatins German Umlauts #22

This issue was sent in by email. Apparently files with German Umlauts will fail with "HTTP error" message. This should be fixed. Might be a JS or, more likely, a PHP problem. Maybe we need to rename the file.

Wir haben jedoch Probleme beim Upload von Dateien, die einen Umlaut enthalten (im konkreten Fall "ü"). pluploadfe-Version ist 6.1, Typo3 Version 11.5.16.
Das Problem konnten wir in Edge unter Windows 11 und im Firefox auf macOS nachvollziehen. Sobald eine Datei mit Umlaut hochgeladen werden soll, erscheint nach Klick auf "Start upload" ein Ausrufezeichen hinter der Datei und die Mouseover-Meldung "HTTP error". Nach Umbennen der Datei funktioniert der Upload problemlos.

Mir fiel noch auf, dass das Problem bei uns nur mit Version 6.1 auftritt, auf einer anderen Website mit gleicher Typo3-Version haben wir Version 6.0 laufen und die funktioniert auch bei Dateien mit Umlauten einwandfrei.

I was not able to reproduce this on two different servers (and Firefox + Edge, both Win10) with version 6.1.0. Looks like a server specific issue to me, especially since there had been no relevant changes to upload from version 6.0 to 6.1.

Tested again with TYPO3 12.4.9 and latest master (a034ec2) in Firefox, Chrome and Edge on Windows but a file with this "some-name-with-umlauts-äöü.jpg" name is no problem at all.

I still believe this has something to do with some server specific configurations. Maybe not using UTF-8 in PHP or the filesystem?
Any feedback / debug info very welcome!
