Add an option to upgrade only for sfp install

It would be nice to have a upgradeOnly flag, which will prevent packages from being downgraded when used in the context of multiple repositories. A check would be undertakent to see if the target org has a higher version, if the incoming version is lower, just skip it (if the flag is used)
