Issue with --buffer_size on Ubuntu 20.04 with PlotJuggler-3 v3.9.1 #967

The --buffer_size argument does not work as expected on Ubuntu 20.04 with PlotJuggler-3 version 3.9.1.
Despite specifying --buffer_size when running rosrun plotjuggler plotjuggler -t --buffer_size 500, the buffer size remains unchanged or unaffected.

--buffer_size is misleading. From the docs: "--buffer_size: Change the maximum size of the streaming buffer (minimum: 10 default: 60)"
