Provide the moderator with a checkbox in the Create Election and Edit Election menus that allow the moderator to limit candidate profiles to the ones that he/she creates. The moderator can then pass control of the candidate profiles they create to their respective candidates (with the username and password for the profile)

When a moderator creates a candidate profile, they set a password for that profile (could use a default password the moderator sets the first time). They would then need to email the username and password to each candidate.

To make creating and passing control of candidate profile's easier, if the moderator types the candidate's correct email address, an email containing the username, password, and instructions for logging into everyvote is automatically sent to that candidate.

The candidate needs be prompted with the ability to change her/his password the first time they log in, and able to change it from a new Settings tab.

The moderator should not have the ability to edit people's profile details after the candidate logs in. However, the moderator can block the candidate from the election_detail page. The candidate's profile should probably stay accessible, but not directly linked to from the election page.
