when restarting the core-geth, the node will redownload from block 0,

how to avoid this, start from the block according to the local .ethnum

Please include the following, if possible, so that we can better help you.

Logs (copy-paste here, or upload to a Gist or file sharing service and include the link). This helps us see exactly what's going on, and to be able to look for anything out of the ordinary.
The command used to run geth (or whatever program is relevant). This helps us understand how we should expect the program to run, and what the whether or not these confirm the user's intentions.
