discussion: new sno category?

First talked about some in #1950 (and a little in IRC).

Should there be a new sno category for:

We could potentially add an additional sno category for bans, and then send notices in that category for both d-lines and k-lines?

I'm trying to understand better why operators prefer to receive data like this in-band (in their IRC clients), as opposed to in system logs.

But this is easy to add, so if anyone wants it I can add it. The letter b is free for enabling a new BAN category, e.g., MODE +s b.

Doesnt XLINE do that or am I misinterpreting the point.
