Hover popovers close all hover popovers on mouse leave

Description

Popovers close all open popovers when exiting a hovered element, making it really awkward for elements close to one another. Only the popover of the current hovered button should be closed when the cursor leaves the current element.

I have not verified how this interacts with other types of popovers or events.

Reproduction

Any two close enough hover popovers should bug when the mouse moves from one element to another. Here is a simple reproduction of the issue on the playground.
