Hybrid-system vehicles are filtered from free_bikes_status

Lamassu filters hybrid-system vehicles (vehicles listed in free_bike_status and having station Id set). E.g. this Nextbike Feed has currently ~5000 vehicles listed, while it's lamassu mirror only lists the currently ~400 vehicles not at stations.

While in some use cases, e.g. rendering on maps, this filtering is helpful, other use cases would require them (e.g. reserving a specific vehicle at a station because it has certain remaining range or equipement).

IMHO, this filtering should not occur or at least be configurable.

What is the reasoning for this filter?

The reason we have this filter is we currently don't have a use case for showing both. I do agree it should be configurable, either per feed or globally.
