Change the second part of the Terraforming storyline depending on when the first part occurred

Problem Description

After you've successfully terraformed Rand using an asteroid impact, you'll be summoned to Earth by the Republic in Terraforming 6 for the "unlawful use of an asteroid." There's a problem though depending on when you did the terraforming Rand missions: Rand may have been under the jurisdiction of the Free Worlds when you did the missions rather than being under the jurisdiction of the Republic,

Desired Solution

Have the story change based on which government Rand was under when you did the first set of missions. The outcome of the second half of the missions should be the same, though; testing another terraforming technique on Tundra, then Amy ends up in the Deep.
