Describe the bug

It seems as though having some of your fleet in a different system can prevent missions from completing when you land on the target planet or station in general. I'm fairly sure that I've seen this happen with freighter escort missions even when all escorted ships were in the destination system, but it at least is a problem for the example below.

Steps to Reproduce

During the mission in the title, you must run past a Korath blockade and evacuate 20 personnel and 280t of equipment from an outpost in Parca.

  1. Have a flagship which satisfies the requirements of >= 20 bunks and >= 280t free cargo space. (In fact this mission seems to reserve those requirements by adding 280t of "Reserved" cargo and 20 passengers from the start.) I was using a Bactrian with a single outfit expansion but otherwise stock cargo and bunk capacity, with no extra cargo or crew.

  2. Also have an escort fleet. I had 10 Shield Beetles.

  3. Travel to Coluber, south of Parca. Command your escorts to hold position in Coluber. The flagship is going to jump into Parca, land on the planet, pick up the evacuees and equipment, then jump back out to Coluber to rejoin with the fleet.

  4. Jump into Parca with the flagship, evade the blockade (cloaking device!), and land on the planet. Nothing happens. The mission text doesn't trigger despite the flagship fulfilling the requirements.

[4a. Minor side-bug - when leaving the planet, the rest of the fleet auto-jumps into Parca and gets annihilated by the Korath.]

  1. Reload, but this time park the fleet in Cinxia before leaving to do the mission. Everything works ok.

Expected Behavior

I expected to be able to take a fleet with me but keep them out of harm's way, because the flagship fulfils the cargo & bunk requirements by itself.

The 280t of "Reserved" showed in the flagship's info panel cargo list, but maybe the 20-passenger reservation was allocated to another ship?

Did you check the ship info panel and see the mission cargo there before or after taking off?

Although not for this specific mission, I can confirm this behavior.
As EvilBarney describes, if you leave escorts in another system and those escorts happen to carrying any of the "reserved" cargo or passengers, the mission will not proceed. One problem is we can not assign cargo and/or passengers to specific ships. It's completely random.
The other problem stems from "go get something" missions are adding the cargo and/or passengers when you accept the mission. What ever you are being sent to pick-up should not be "added" until after you reach the destination planet.
I don't think we have that ability at the moment.
I discovered this in a different scenario. I accepted a mission to go get something and thought "while I'm on my way I'll take some trade goods to sell". I assumed I was traveling empty but found I didn't have any free cargo space. It was already taken up by the items I was supposed to go get, but I hadn't even left yet.

Both cases looked the same - the flagship Bactrian was the only ship in the fleet with space for the 280t Reserved cargo, which showed up in its info panel before and after taking off. (The rest were Shield Beetles with half that capacity each.)

While landed, the crew panel showed 20 passengers in the fleet. I had only the essential 70-ish crew on the Bactrian with all other bunks free, but I don't know how passenger berthing is handled in practice - any of the Shield Beetles would have had the space as well.
