Trying to install apistar inside a venv created with python -m venv venv, python -m apistar yields "no module named apistar"

Not sure what I am doing wrong, I recorded this from my terminal. These should be steps to reproduce.

❯ python --version
Python 3.7.4
wurst [~/tmp]
❯ pip --version
pip 19.2.3 from /usr/lib/python3.7/site-packages/pip (python 3.7)
wurst [~/tmp]
❯ python -m venv venv
wurst [~/tmp]
❯ source venv/bin/activate
(venv) wurst [~/tmp]
❯ which pip
/home/wurst/tmp/venv/bin/pip
(venv) wurst [~/tmp]
❯ pip install apistar
Ignoring '--user', since user site-packages are not visible in this virtualenv.

@slipsnip The CLI is not usable yet as callable python module. See also #666
