Is your feature request related to a problem?

empirica create will use whatever version it was installed at or last time empirica upgrade was run.

Describe the solution you'd like

empirica create should check for a new version before creating a new project. The version to use should be overridable if you want to use an older version.

Describe alternatives you've considered

No response

Teachability, Documentation, Adoption, Migration Strategy

We should have a way to query what's the latest version and compare it against the current version before upgrading.
