Wacom tablet clicking stops working until Gala restart #1770

What Happened?

I have a Wacom Intuos BT S (CTL-4100WL), which I use over USB connection. I've noticed that sometimes, when I re-connect to the tablet I can no longer click anything. This includes left, right and middle clicks. I can still move the cursor around. The UI seems fully responsive since it shows all normal hover effects (e.g. scrollbars appear, button hover states work).
Sometimes this can be solved by re-connecting the tablet.
Today I tried restarting Gala (running Gala -r) and suddenly the clicking worked again, which is why I'm opening an issue here.

I've searched around for general Linux + Wacom and Mutter + Wacom click issues but didn't find relevant issues.

Steps to Reproduce

  1. Re-connect Wacom tablet (but really only sometimes...)

Expected Behavior

Being able to click.

7.x (Horus)

Software Version

Latest release (I have run all updates)
