Right now if we search for a common action we get:

If we were to use the action icons it would be impossible to tell which app we're executing the action in. We should probably do something like "Compose a Message in Mail"

Not sure if "with" or "in" is a better word here

Either that or something like:

[ICON] Mail → [ ICON ] Compose a Message

I prefer the arrow notation because it gets us the opportunity to use the app icon and the action icon if one is set, and is less likely to sounds awkward imho.

We should probably have the app name in the Actions results anyway, so this should be able to be less redundant. See: elementary/applications-menu#277

This could also make these more discoverable; i.e. I don't usually think "compose message" but I might think "mail", so exposing these by their app name would be beneficial. Same for Screenshot actions in elementary/screenshot#196

[ICON] Mail → [ ICON ] Compose a Message is reminiscent of Unity... Having actions like this exposed offers a lot of possibilities even for third parties to offer more usability.

if there is plan in the future on this i would happily help.
