[Bug][角色][权限] 自定义角色权限不工作 #456

创建一个角色，只赋予”资产接入“权限，并把这个角色分配给用户。
用户登录后，出现了不应该具有的权限，包括：
1，指令管理
2，用户密码管理

这个用户应该只拥有接入资产的权限，不应该有权限管理指令和密码。
