Each time I enlarge the % of any page in the Help, then switch to another page or link I have to enlarge the % of the page again. Also I've tried doing it using these settings but it didn't work.
Can the Help font size change be Global and permanent?

Note the new C:\Program Files (x86)\KeyNote NF\help\KeyNoteNF_Help.knt (which replaces an ancient sample.knt), defaults to read-only.
It took me a while to realize that the KeyNoteNF_Help.knt is read only.

I used F9 to temporarily pull up the Resource Bar so I could use global search

When I searched read only I discovered the KeyNoteNF_Help.knt defaults to being read only.
You can change that by going to Top Menu ---> Note --> Read Only
(once I unchecked the read only status I was able to change the font size)

I enlarged the tree font...but have not yet been able to enlarge the note font in the editor...I will keep at it.

Only the tree font responds permanently to the font size change. The folder text does not, it's necessary to always manually enlarge the font to read the results.

It's not possible. Keep in mind that being RTF notes, you cannot change the size of "the" font of those notes, since there is no single font as is the case with plain text notes, as explained here:

On the other hand, when you open the help file from the application or from the shortcut available in the main folder ("KeyNote NF Help") it is launched using the configuration established in the Help profile (with its .ini), with some settings intended specifically for the help file, such as the use of alternative margins, e.g.

Anything you change in Configuration Options (F5) from the help file will be taken into account every time you open the help. For example, you can set a default zoom of more than 100% to make it easier to read if you find the font size too small for your screen resolution.

You can also change the font size in search results:
