(re)-inplement rdtsc in simx86

Recently I dropped rdtsc globally.
But in simx86 it can be re-implemented,
and at least jit can just compile in the
native rdtsc.
No need to check its presence these
days, and if it is not present then that
software won't run also w/o dosemu.
