Downloading toolbox from releases page is extremely slow

Hey there!
I'm experiencing the same issue as described here downloading toolbox from Saint-Petersburg, Russia.
Speed is about 5 kB/s, 2 days left. After 10 minutes connection is lost.
Everything else I can download fast, so it is not a connection problem. Docker package for example.
I know that it is related to github/s3 and not the toolbox package itself, but can we do something with it?

It looks like my IP address problem, because with vpn it is working as expected. If nobody facing this problem I will close it.
