Develop basic GitHub Pages site for oscalkit. Some static site generator and them options below:

Using Hugo with the Kube theme. Initial content has been pushed to docs/. Git subtree set up for docs/public against gh-pages. URL is https://docker.github.io/oscalkit/. Documentation updates will be tracked via separate issue.
