New command: cptemplate

I recently had the idea for a new command cptemplate which copies templates from other packages into the correct place in your project to be customised.

I have started building it here but wondered if it would be better housed in a more used package, hence this issue.

I would be happy to do the work to get a PR opened etc, but opening an issue to check that's ok and people are interested?
