Getting placeholders should not get an empty pagecontent #210

In the following line there is a chance that we will return an EmptyPageContent

If the title does not exist. The title won't exist if it is a draft. So we need to account for drafts here.

Issue occurred when trying to copy a page when you are viewing pagecontent.
