Exported zip file for shapefile/json fails to open/is empty #637

I'm trying to export a shapefile for an existing map, but the zip file fails to open and is empty, and this happens on multiple browsers/computers, with the zipfiles themselves taking up only a couple dozen bytes.

I'm not sure why but this seems to only happen with the PA map. I've been able to download AZ, TX, MD, so I'm not sure why it is failing in this case.
