Hi, Thanks for the PR. I think that given the growing market share of Apple silicon, it makes more sense for us to just rebuild the vendored deps for that platform. Carrying around the x86 binaries is becoming increasingly silly. |

Adds a Dev Container configuration file and updates README with instructions for use.
