Why are we building this?
If the system is under a resource issue (CPU for example) we'll see a lot of noise being generated, a lot of slowdowns and errors. The developer would like to know that this is the underlying root cause.

What are we building?
There are different ways to identify systems and traces under resource duress.

1. Identify a resource issue is happening in the environment
2. Provide an altert
3. Create a stress factor to normalize measurements by so as to eliminate noise
