DigiIrDump sketch results in USB errors (unknown usb device - device descriptor request failed). Other sketches using USB do not do this, for example "DigiScope.ino". How this error could be resolve? I use Digispark (Default 16.5mhz) board.

Have you tried https://github.com/ArminJo/DigistumpArduino or https://github.com/SpenceKonde/ATTinyCore? This BSP repo is basically abandoned.
