How do I set the server to use TLS for data transmission connections in C_Move mode

In general, there are two stages of network connection in c-move mode.
The first stage is CMoveRequest, and the second stage is when the server establishes a connection with another AE.
The problem now is that the first stage uses TLS, but the second stage is normal network transmission.
How can I use TLS for both connections in c-move mode?

The client program is based on the fo-dicom library and the server is dcm4che DICOM Archive 5.
