Is your feature request related to a problem? Please describe.
Currently when we read Deflated DICOM files, we write bulk data to a temporary file in the /tmp directory. This consumes extra disk usage and can be a problem when running on a diskless machine.

Describe the solution you'd like
Add an flag to allow user disable writing bulk data to a temporary file,
