The settings page for a repo could really use some love.

It should

Show what permissions a collaborator has over a repo
Hide some of the more complex Database Grants from users (delete, trigger, references...) unless they request them)
pre-populate usernames

This is a straightforward ticket that probably only touches browser views.py and repo-settings.html. It will also require taking a peek at (but not editing) manager.py
